U.S. Treasury participation in Same Day ACH

Effective September 15, 2017

Late yesterday, the Federal Register posted the U.S. Treasury Bureau of the Fiscal Service’s final rule adopting the NACHA rules on Same Day ACH and other topics.  According to the rule, the Fiscal Service is accepting the NACHA rules on Same Day ACH with an effective date of September 15, 2017.  As of the effective date, the Fiscal Service’s ACH credit processing systems will be able to process incoming Same Day ACH credits.  In addition, the Fiscal Service plans to enable Federal agencies to originate Same Day Entries and is working with agencies to “develop and publish guidance outlining the criteria and procedures to be used for originating Same-Day Entries.”

We are very pleased that the U.S. Treasury is moving forward with Same Day ACH.  We will share additional information about agencies that decide to originate Same Day transactions as it becomes available.  On another note, the Fiscal Service’s rule also says that it accepted NACHA’s comment on the Unauthorized Entry Fee, and that therefore it is adopting the NACHA rules on the Unauthorized Entry Fee.  The final rule is available on the Federal Register web site at, and according to the site is scheduled for publication on Monday, September 11, 2017.
